Regulations for entry into Norilsk

Due to increase in the flow of passengers not being citizens of the Russian Federation and entering the territory of the municipal formation city of Norilsk, NordStar Airlines draws attention of foreign citizens, including citizens of the Ukraine, to the regulations for entry of foreign citizens into Norilsk.

According to Resolution of the Government of the Russian Federation of 04 July 1992 No. 470, the municipal formation city of Norilsk is classified as the territories with regulated visiting for foreign citizens.

Decision on approval of entry of a foreign citizen into the territory of the municipal formation city of Norilsk is taken by the department of the Federal Security Service of Russia in Norilsk of the Administration for Krasnoyarsk Krai at the request of host organizations.

Authorization documents for entry of foreign citizens into Norilsk include:

• Permission issued by Norilsk city administration.
• Approval of the administration of MMC Norilsk Nickel (Polar Branch).
• Residence permit or registration at the place of residence (stay) in Norilsk for the period of validity of this registration.

According to Resolution of Norilsk City Administration of 16 January 2012 No. 10 «On Approval of Procedure for Processing of Applications of Citizens for Entry into the Territory of the Municipal Formation City of Norilsk of Foreign Citizens», Norilsk City Administration acts as the host organization for foreign citizens — close relatives of the Russian citizens permanently residing in Norilsk.
