12.1. General Requirements

12.1.1. Passenger’s baggage is accepted for transportation at its check-in at the departure airport, transfer airport, stop-over point or other check-in point.

12.1.2. Passenger’s personal possessions are accepted for air transportation as checked-in or unchecked-in baggage (carry-on luggage) and transported in a baggage-cargo compartment of an aircraft. Hand luggage is transported in an aircraft cabin.

12.1.3. If a passenger has provided for transportation baggage weigh and/or size of which is less than it was reserved and paid in advance, a difference in transportation fee between reserved and gross weight and/or size should be returned to the passenger.

12.1.4. A passenger may declare value of his/her checked-in baggage. Checked-in baggage value is declared for each piece of baggage separately. For transportation of baggage with declared value a fee is charged the amount of which is determined by the carrier. Payment for transportation of baggage with declared value is certified by pelectronic miscellaneous document receipt (EMD) that specifies points between which a passenger has ordered transportation of baggage with declared value.

12.1.5. Upon request of passengers traveling together with the same purpose of to the same destination airport (point) or stop-over airport (point) by the same flight (family members, people travelling together or going together on business trip) the carrier is obliged to apply to these passengers a sum of free baggage allowances for each of the passenger. In case of aggregate toll-free baggage allowance one piece of baggage weighing not more than 30 kg is permitted.

12.1.6. Unification concerns free baggage allowance only. Baggage is checked-in for each passenger individually.

12.1.7. Each piece of checked-in baggage should have undamaged package ensuring baggage security during transportation and procession and eliminating possibility of doing harm to passengers, crew members, third parties, damaging an aircraft, other passengers’ baggage or other property.

12.1.8. Baggage that does not comply with this clause is not allowed for transportation.

12.2. Checked-in Baggage

12.2.1. The Carrier or an authorized agent publishes information on baggage acceptance for transportation, number of pieces and weight of baggage, except for things set forth in clause 12.3.3 of these Regulations, in electronic form in a computer-aided system for passenger and baggage check-in.

12.2.2. While accepting baggage for transportation the Carrier attaches one part of baggage identification tag to each piece of baggage and gives a passenger the other part (portion) of baggage identification tag. Baggage identification tag is meant for identification of baggage and contains information on passenger’s surname and name, flight number, departure date, departure airport (point) and destination airport (point) for transportation to which the baggage is accepted, weight of a baggage piece. Baggage identification tag may contain additional information. To mark special transportation terms a special unnumbered baggage tag may be attached to checked-in baggage.

12.2.3. Baggage with external damages that do not influence its security during transportation and procession and cannot do harm to passengers, crew members, third parties, damage an aircraft, other passengers’ baggage or other property may be accepted for transportation as checked-in baggage upon the carrier’s agreement. In this case presence and type of damage is certified by passenger’s signature.

12.2.4. Transportation of oversized baggage (over 203 cm in the sum of three dimensions). Heavy baggage (over 30 kg), pets and birds, assistance-dogs, except for assistance-dogs traveling with a passenger unable to see, is paid pursuant to baggage rates settled by the carrier, disregarding other things of a passenger carried as baggage, as well as wheelchair used by disabled and other impaired passengers.

12.2.5. In case of excess baggage transportation, difference between settled free baggage allowance weight, quantity and size of baggage pieces provided for transportation is paid according to baggage rates settled by the carrier. And if necessary, a mark is put in a boarding pass (or a separate certificate is issued) about baggage weight that excesses free baggage allowance for payment at pay office of the Carrier or an authorized agent. Payment for excess baggage is filed under excess baggage payment certificate or miscellaneous charges order.

12.2.6. A passenger is not recommended to put into his/her checked-in baggage fragile and perishable items, monetary objects, jewelry, precious metals, securities and other valuables, business documents, keys and similar items.

12.2.7. Weight of one piece of checked-in baggage should not excess thirty kg.

12.2.8. The Carrier takes all measures to send passenger’s checked-in baggage to the destination point at the same aircraft by which a passenger goes. If such transportation has not been performed, the Carrier transports the passenger’s baggage at an aircraft that performs the nearest flight to the passenger’s destination point.

12.2.9. After passenger and baggage check-in obligations on security of checked-in baggage pass to the Carrier.

12.2.10. From the moment of provision of checked-in baggage for transportation and through the moment of its dispensing access to baggage is prohibited for a passenger, except for cases of its identification or additional inspection by relevant services.

12.2.11. To mark special transportation terms an additional unnumbered baggage tag is attached to checked-in baggage.

12.3. Free baggage allowance

12.3.1. An aircraft passenger may carry his/her baggage within baggage allowance without additional fee (hereinafter “Free Baggage Allowance”).

12.3.2. Norm of free baggage allowance (also provided for the weight and number of seats), ex-cluding items accompanied by passenger (cabin baggage) is set depending on the aircraft type, fare type, class of service, route specified in the ticket (itinerary receipt of electronic ticket).

When flying to/from Sanya (China), Talakan – the free baggage allowance is 1 article up to 15 kg; to/from Baykit, Vanavara, Tura, Turukhansk, Podkamennaya Tunguska, Igarka, Severo-Eniseysk, Hatanga the free baggage is 1 article of luggage up to 20 kg.

12.3.3. The carrier has the responsibility to inform passenger when the payment and/or registration transportation on the norms of free baggage allowance, rules for hand baggage, the objects and items prohibited for carriage, conditions of carriage of baggage, carriage of goods, purchased in the sterile area of the airport.

12.3.4. If free baggage allowance stipulated in an itinerary receipt is more than that settled by the Carrier, the Carrier may not reduce the passenger’s allowance stipulated in an itinerary receipt.

12.3.5. In case of forced downgrade, a passenger has the right to carry baggage according to free baggage allowance settled for paid service class.

12.3.6. Free baggage allowance does not apply to:

  1. passenger’s possessions, disregarding their name and purpose, the sum of three dimensions of which, when packed, is over 203 cm (oversized baggage);
  2. baggage with weight of one piece over 30 kg;
  3. pets and birds, assistance-dogs, except for assistance-dogs traveling with a passenger unable to see (hear).

12.3.7. Transportation of the said baggage is paid disregarding other things carried by a passenger as baggage.

12.3.8. In addition to free baggage allowance, at all flight of the Airline free carriage of one mountain skiing/snowboarding kit in a special bag consists of one pair of mountain skies with sticks or one snowboard and also additional equipment (special boots, helmet, glasses) per one passenger is allowed. Mountain skiing/snowboarding kit must not consists more than of one piece and exceed 23 kg for economy class fare and 30 kg for business class fare (size restrictions for checked-in baggage are not applied).

12.4. Carry-on Luggage

12.4.1. Items accompanied by passenger (cabin baggage) are unchecked baggage are accepted for carriage at no additional charge within the free baggage allowance for hand baggage set by the Carrier in paragraph 12.4.2 of this regulation.

12.4.2. As hand luggage accepted things, the weight and the dimensions of which are established by the Carrier and allow to place them safely in the cabin of the aircraft (the baggage shelf or under the seat). Allowed to take aboard one place unchecked baggage (hand baggage) must not exceeded 55×40×20 cm. Free baggage allowance for hand baggage is no more than 10 kg for economy class fare and no more than 15 kg for business class fare. Free hand lug-gage allowance for children under 2 years old travelling with a passenger without providing a separate seat in aircraft cabin is 1 piece10 kg.

When flying to/from Sanya (China), Talakan, Baykit, Vanavara, Tura, Turukhansk, Podka-mennaya Tunguska, Igarka, Severo-Eniseysk, Hatanga the free hand baggage is 5 kg.

12.4.3. Excess of the free baggage allowance and at no charge the passenger may carry the follow-ing items if they are with the passenger and not included in the baggage or hand luggage:

  1. a backpack, the weight shall not exceed 5 kg and the dimensions of which are not exceeded 36x30x23 cm and allow to place it safely in the aircraft cabin on the shelf above the passenger seat or under the seat in front passenger seat; or bag or brief-case things;
  2. a bouquet of flowers;
  3. outerwear;
  4. baby food for baby on flight;
  5. suit holdall;
  6. the nursery bassinet or the stroller when transporting a child, the dimensions of which are established by the rules of the carrier, and allow to place them safely in the aircraft cabin on the shelf above the passenger seat or under the seat in front passenger seat;
  7. medicines, special dietary requirements needed during the flight;
  8. crutches, canes, walkers, rollator, foldable wheelchair used by the passenger and having dimensions that allow to place them safely in the aircraft cabin on the shelf above the passenger seat or under the seat in front passenger seat;
  9. goods purchased in duty free shops at the airport, Packed in a sealed (sealed) plastic bag.

The total weight of listed items shall not exceed 5 kg except for wheelchairs.

Note:

It is allowed to carry in an aircraft cabin only baby cots and baby carriages that do not excess settled norms for size and weight of carry-on luggage. In case the mentioned parameters are overcome, baby cots and carriages are weighed, marked with baggage tags and are not accepted for transportation in a cabin, but carried free of charge, disregarding weight of other baggage.

12.4.4. During transportation carry-on luggage should be placed above a passenger seat in a closing baggage compartment or under a passenger seat.

12.4.5. A passenger is obliged to take care of security of carry-on luggage and items set forth in Clause 12.3.3. of these Regulations carried in an aircraft compartment. When leaving an aircraft a passenger is obliged to take with him/her carry-on luggage placed aboard an aircraft set forth in Clause 12.3.3. of these Regulations.

12.5. Chargeable (Excess) and Oversized Baggage

12.5.1. A passenger should inform in advance the Carrier or its authorized agent about suggested weight and number of pieces of baggage over the settled allowance and reservation is compulsory for such baggage.

12.5.2. Excess, oversized and heavy luggage shall be only admitted for carriage subject to availability of capacity and passenger’s payment for carriage thereof except when carriage thereof is agreed upon with the carrier and prepaid when booking as well as carriage of wheelchairs and other movement auxiliaries used by disabled and other impaired passengers. Procedure for rendering of services to such persons in the airports and onboard the aircrafts shall be determined by the competent civil aviation authority upon consultation with the federal executive authority elaborating and implementing the state policy and performing statutory regulation in the sphere of labour and social security involving the disabled persons’ social associations. Oversized and heavy luggage, pets and pet birds, working dogs except for assistant dogs accompanying the sight impaired passengers shall be paid for according to the carrier’s tariffs.

12.5.3. Transportation of the said baggage is paid on the basis of pursuant to rates settled by the carrier, disregarding other passenger’s things carried as baggage.

12.5.4. Transportation of baggage over free baggage allowance, other baggage subject to payment is charged pursuant to a rate settled by the carrier. Payment for transportation of such baggage is filed under an electronic miscellaneous document (EMD)

12.5.5. It is prohibited to accept for transportation baggage weight, number of pieces, size, package or contents of which does not comply with requirements of international treaties of the Russian Federation, these Regulations, other legal regulatory documents of the Russian Federation, legislation of the country in the territory, from the territory or through the territory of which baggage is transported or the carrier’s regulations.

12.5.6. Oversized baggage is accepted for transportation, provided that size of loading hatches and/or baggage-cargo compartments of an aircraft allow its loading (unloading) into (from) an aircraft and placement aboard an aircraft. This baggage should have assemblies for its securing during movement towards an aircraft, from an aircraft and aboard an aircraft.

12.5.7. In case a passenger, while moving along the route, increases weight and number of pieces of baggage being transported, he/she is obliged to pay for transportation of baggage weight of which excesses settled free baggage allowance early paid by the passenger.

12.5.8. The carrier is entitled not to accept a passenger for transportation in case of a refusal to pay relevant rates and charges for excess baggage.

12.5.9. The carrier may check quantity and weight of baggage carried by a passenger at transfer and/or destination airport. If it is revealed that a passenger in carrying baggage over settled free allowance stipulated in a baggage ticket without proper payment of this carries, the Carrier may require the passenger to pay the cost of unpaid part of baggage.

12.6. Requirements to Baggage Contents

12.6.1. It is prohibited to accept for air transportation items that may do harm to an aircraft, people or property aboard an aircraft, animals and birds (except for pets (birds) and assistance-dogs), insects, fish seeds, reptiles, rodents, test and sick animals and also items and substances air transportation of which as baggage is prohibited by legislation of the Russian Federation, international treaties of the Russian Federation and legislation of the country in the territory, from the territory or through the territory of which transportation is performed.

12.6.2. Lithium-ion batteries with a specific capacity 100 Watt-hour but not exceeding 160 Watt-hour are transported as spare batteries in carry-on baggage, subject to the limitations and requirements provided for in Annex 7 to this Regulation, or inside the devices located either in checked baggage or in carry-on baggage. No more than two individually protected spare batteries per passenger are allowed for transportation (Annex 6).

12.6.3. It is prohibited to carry as baggage aboard aircraft explosive, poisonous, pressurized and liquefied gases, inflammable, radioactive, caustic and corrosive substances, toxic substances and other hazardous substances and items.

12.6.4. According to the settled procedure, it is allowed to carry aboard aircraft:

  1. Liquids, gels and sprays classified as non-hazardous if they are in containers no more than 100 ml and packed in a transparent plastic bag. Total volume of liquids, sprays and gels per one passenger allowed into a cabin should no excess one liter;
  2. Liquids in containers over 100 ml are not accepted for transportation even if a container is filled only partially;
  3. Liquids, gels and sprays in containers over 100 ml should be put into baggage for transportation in aircraft cargo (baggage) compartment if their total volume is over one liter;
  4. Exception to the settled regulations for liquid transportation is made for medicines, infant food and special dietary needs necessary during a flight;
  5. Liquids, gels and sprays (alcoholic and non-alcoholic drinks, perfume, etc.) purchased in duty free shops are allowed into an aircraft compartment only in a special sealed bag with confirmation that a purchase was made in an airport duty free shop on the flight date (sales receipt);
  6. Unpacked liquids or liquids are not allowed into an aircraft if they are packed into a bag with signs of opening and also if they do not have a sales receipt;
  7. It is recommended to use liquids, including refreshment drinks, that are purchased in sales points and catering places and are not packed in special bags, before boarding for a flight is started. 

A passenger travelling to an intermediate landing airport is not recommended to open a special packing bag even when aboard aircraft. Otherwise, liquids purchased by a Passenger may not be allowed further along the route.

12.6.5. Hazardous substances and items prohibited for air transportation that were found in a passenger’s carry-on luggage (baggage) during inspection are withdrawn. Withdrawal is filed under certificated that is registered in a special log.

12.6.6. Hazardous substances and items withdrawn from passengers that are in free sales but prohibited for transportation by civil aircraft (bottled gas, OC sprays, inflammable paints and coatings and household items without standard factory package, etc.) are dispensed to accompanying persons or stored at an airport in special places. Gas weapons and gas rounds found during inspection for which passengers have no relevant documents are passed to bodies of the Interior according to legislation governing arms circulation in the territory of the RF.

12.6.7. If during inspection it was revealed that a passenger kept hazardous substances and items for manufacturing, carriage and storage of which criminal responsibility is suggested (arms, ammunition, explosives, blasting gears, explosive devices, drugs, poisonous, toxic, radioactive substances, etc.), the passenger is taken off a flight and passed to bodies of the Interior to together with materials (a certificate and withdrawn substances and objects) to decide an issue about initiating criminal procedures.

12.6.8. Hazardous substances and items found during inspection of international flight passengers that may be used as instruments for attack on crew and passengers but allowed for transportation by Regulations for Air Traffic and by customs authorities are withdrawn for a period of flight and passed to the crew commander to be given to their owners upon arrival to the destination airport.

12.6.9. Arms, ammunition, explosives and other hazardous substances and items prohibited for movement through customs border of the RF revealed being kept by international flight passengers and people who tried to move the said items are passed to customs authorities.
