13.1.1. Upon agreement of the carrier of an aircraft baggage requiring peculiar precaution measures during transportation and special procession conditions (fragile items, motion-picture equipment, photo equipment, TV and video equipment, household and office equipment, musical instruments, electronic and optical devices, etc.) may be transported in an aircraft cabin.
13.1.2. Baggage carried in an aircraft cabin is located in specially determined places (compartments) and if there are not any on a separate passenger seat. In case of baggage carriage on a separate passenger seat, a passenger is obliged to pay for the separate seat(s) for this baggage pursuant to the carrier’s Regulations.
13.1.3. Weight of one piece of baggage carried in an aircraft cabin should not be over 80 kg (eighty kilograms) and its size should enable its carriage on a separate passenger seat. Package of baggage carried in an aircraft cabin should enable its securing on a passenger seat.
13.1.4. Delivery of baggage carried in an aircraft cabin to an aircraft, its lifting, placement in an aircraft cabin, unloading from an aircraft and delivery from an aircraft is performed by a passenger who carries this baggage.
13.2.1. Transportation of diplomatic baggage is performed according to legislation of the Russian Federation, international treaties of the Russian Federation and the Carrier’s Regulations.
13.2.2. Diplomatic baggage escorted by a diplomatic courier is allowed for transportation in an aircraft cabin. It is filed as unchecked baggage (carry-on luggage) separately from personal baggage of a diplomatic courier and may be placed on a separate passenger seat.
13.2.3. Weight of diplomatic baggage carried in an aircraft cabin should not excess average passenger weight (no more than 75 kg) and baggage dimensions should enable placing it on a separate passenger seat.
13.2.4. Transportation of diplomatic baggage is paid for pursuant to rates settled by the Carrier and published in reservation systems.
13.2.5. Transportation of diplomatic baggage checked under the Carrier’s liability is performed on the basis of the settled Carrier’s Regulations.
13.3.1. Air transportation of arms, ammunitions and special means (hereinafter “Arms”) is performed according to legislation of the Russian Federation and regulatory documents worked out on the basis of it by of federal executive authorities, laws of other states and international treaties of the Russian Federation.
13.3.2. ПA passenger during flight is prohibited to keep in an aircraft cabin:
13.3.3. Arms are not passed for temporary storage during a flight to officers of the Federal Guard Service, National Courier Service under the Government of the Russian Federation who have relevant duty orders being in conduct of their official duties and to military personnel and officers of other paramilitary organizations and escorting people under convoy.
13.3.4. If an aircraft route goes through a national border, the issue of arms carriage should be settled by a passenger with relevant authorized bodies of interested states in advance to observe national laws and regulations effective in these states. A passenger should have a permit to enter a country with arms from competent authorities of this state.
13.3.5. Arms of a passenger who has the right for their storage and carriage are obligatory passed for temporary storage during a period of flight at the departure airport and dispensed to the passenger upon finish of the flight at the destination airport.
13.3.6. Acceptance of arms for transportation, issue of necessary documents, delivery aboard an aircraft at the departure airport and arms dispensing at the destination airport is performed by an employee of the Aviation Security Service (SAB).
13.3.7. Acceptance of arms from a passenger for temporary storage is filed under a certificate issued in free counterparts that are signed by the passenger owning the arms and SAB employee.
13.3.8. First counterpart of the certificate is also signed on behalf of the Carrier by a flight attendant and left at the departure airport at SAB, the second counterpart is passed to the Carrier (the flight attendant) and the third is given to the passenger for receipt of arms at the destination airport.
13.3.9. Transportation of arms is performed in a lock-up metal box that should be in an isolated compartment or in the cockpit.
13.3.10. Transportation of long guns size of which, when disassembled, do not enable placing them into (standard) metal lock-up boxes is performed in isolated baggage or cargo compartment of aircraft in a passenger’s package sealed by SAB (special container, housing, case, bag) complying with flight safety requirements.
13.3.11. Arms are passed to the passenger at the destination airport by SAB employee after the passenger owning arms shows the third counterpart of the certificate, a document identifying the passenger’s personality, a license for carriage and storage of arms and in necessary cases a relevant permit for import and export to and from the territory of the RF.
13.3.12. Arms unclaimed by a passenger at the destination airport are provided by SAB employee to bodies of the Interior.
13.3.13. Individuals who are citizens of the Russian Federation are allowed to carry not more than 5 weapons, not more than 1,000 rounds of ammunition that do not exceed 5 kg is gross weight.
13.3.14. The transfer carriage of any weapons is prohibited. In the case of transportation of weapons by passenger the weapons should be registered only up to the point of transfer, in which the passenger must necessarily get this weapon back and then declare it to the destination airport in the prescribed manner.
13.3.15. The total weight of the checked baggage, weapon box and ammunitions should not exceed the maximum weight established for one piece of luggage according to the service class / fare. When transporting of various types of pistols without packing / box the weight of weapons for each unit is counted as 1 kilogram, for automatic weapon / gun for each unit as 4 kilograms.
13.4.1. As baggage pets (birds) and assistance-dogs may be transported.
13.4.2. In case of pets (birds) and assistance-dogs transportation, a passenger should provide necessary documents pursuant to legislation of the Russian Federation, international treaties of the country in the territory, from the territory or through the territory of which transportation is performed.
13.4.3. Pets (birds) and assistance-dogs, except for cases when assistance-dogs are carried in an aircraft cabin, while air transportation should be put in a solid container (cage) ensuring all necessary comfort during transportation with access of air and secure latch (lock). Container (cage) dimensions should enable an animal to stand up full-height, turn around itself. The bottom of a container (cage) should be dense, waterproof and covered by absorbing material. A container (cage) should prevent spillage of absorbing material. Bird cages should be covered by dense lightproof cloth.
13.4.4. Weight of a pet (bird), assistance-dog, weight of a container (cage) and food meant for feeding an animal (bird) is not included in free baggage allowance and is paid by a passenger according to a rate settled y the carrier.
13.4.5. Assistance-dogs accompanying passengers unable to see (hear) are carried in an aircraft cabin for free in addition to free baggage allowance in case a dog is specially trained that is confirmed by a certificate, provided that this dog has a collar and a muzzle and it is tied near its master’s legs.
13.4.6. Transportation of a assistance-dog in an aircraft cabin upon the carrier’s agreement may be performed after providing the carrier a document confirming that a passenger escorting a assistance-dog is an officer of dog service of federal executive authority and a document confirming specials training of the assistance-dog. A assistance-dog carried in an aircraft cabin should have a collar and a muzzle and be tied near legs of a passenger who escorts it.
13.4.7. Pets (birds) are accepted for transportation, provided that a passenger undertakes all responsibility for them. Airline does not bear liability for injury, loss, disease or death of a pet (bird) and refusal for their entry (or transportation) into (through) a country (territory) during international air transportation.
13.4.8. A passenger is obliged to observe all requirements of the Carrier, reimburse the carrier for all losses and additional expenses that may be incurred during pet (bird) transportation.
13.4.9. Containers (cages) with pets (birds) are loaded in a baggage compartment of an aircraft separately from baggage.
13.4.10. Number of animals (birds) for transportation in baggage-cargo compartments of aircraft should be agreed with the carrier in advance;
13.4.11. Upon agreement with the carrier placement of pets (birds) in an aircraft cabin is allowed. In this case weight of an animal (bird) with a cage should not be over 8 kg. Dimensions of the container (cage) in the sum of three dimensions (length / width / height) should not exceed 115 cm, and the height of the container (cage) should not exceed 20 cm. During the flight, the container (cage) with a pet in the cabin must be placed under the forward seat. In order to ensure safety during the flight of an animal or bird should always be in the cage. The cage should be securely closed.
13.4.12. In case of transportation of animals (birds) in the aircraft cabin there shall be stipulated the following restrictions:
13.4.13. Recommendations on placement of animals (birds) in economy class compartment are presented in Appendices to these Regulations.
13.4.14. It is not allowed to transport as baggage insects, fish seeds, reptiles, rodents, test and sick animals. Definition of terms is given in a relevant section of these Regulations.
13.4.15. Transportation of animals (birds) as luggage by a charter flight is prohibited if their weight with a cage (container) is more than 30 kg.
13.5.1. Baggage may be checked in by a passenger for transportation with declared value. The amount of declared value should not exceed twenty thousand (20,000) rubles. Value of checked-in baggage is declared for each piece separately. Declared value of baggage should not exceed actual value of baggage.
13.5.2. In case of passenger’s declaration of baggage value, the Carrier may demand that a passenger should provide contents of a baggage for inspection. A passenger is obliged to provide confirmations of cost of checked-in baggage (an invoice, cashier’s check, sales receipt or another document that confirms value) value of which was declared. In case there are no necessary confirmations of declared value, the Carrier may refuse a passenger to transport baggage with declared value.
13.5.3. All things accepted for transportation as baggage with declared value should be in an undamaged package.
13.5.4. A passenger may declare value of his/her baggage in the departure point or in any intermediate point along the transportation route. A passenger may increase amount of previously declared baggage value.
13.5.5. Charge for declared value of baggage is five per cent (5 %) of the sum of declared value.
13.5.6. Charge for declared value of baggage is paid in appoint where this value is declared and is certified by an electronic miscellaneous document receipt (EMD) with specification of transportation route points between which baggage value is declared.
13.6.1. Things transported as baggage should be packed in truck, bags, parcels and other similar containers that have handles for carriage. Cases, boxes and baskets should be bind and adjusted for carriage. Padlocks should be in a working condition and locked. Lids, bottoms and walls should be without cracks and closely tightened. Ropes and belts should be durable and without knots.
Trucks, bags, briefcases and baskets without padlocks should be specially packed and protected from access to contents.
Package of checked-in baggage should ensure security of the contents during regular handling in course of all transportation operation.
13.6.2. Unification of two or more things with separate packages in one piece is not allowed.
13.6.3. Baggage in package of which there are sharp and sticking out items and baggage in damaged package is not allowed for transportation.
13.6.4. It is recommended that each piece of baggage should have identifiable mark with name and address of a passenger.
13.6.5. A passenger may refuse a passenger to accept baggage as checked-in if baggage is not placed in a package ensuring its security under regular handling conditions.
13.7.1. The carrier is obliged to arrange informing passengers about a place of checked-in baggage dispensing at the destination, stop-over or traffic airport and about the reason and duration of any delay in baggage delivery and arrange baggage dispensing to passengers.
13.7.2. A passenger is obliged to receive checked-in baggage immediately after its provision for dispensing on the basis of a baggage ticket and baggage identification tag portion.
13.7.3. Checked-in baggage is dispensed to a Passenger who provides a baggage identification tag portion for each piece of baggage. The carrier or an authorized agent is not obliged to check whether a bearer of a baggage ticket and baggage identification tag portion really has the right to receive baggage and bears no liability for damage or expenses incurred by baggage dispensing without carrying out this check.
13.7.4. Checked-in baggage is dispensed at an airport for transportation to which the baggage has been accepted. Upon passenger’s request baggage may also be dispensed at the departure or transfer airport, transit airport, stop-over airport if dispensing baggage at this point is not prohibited by international treaties of the Russian Federation, regulatory legal documents of the Russian Federation or legislation of the country in the territory, from the territory or through the territory of which transportation is performed and if time and circumstances enable dispensing.
13.7.5. If a passenger cannot provide a baggage identification tag portion, the Carrier may dispense baggage to this passenger, provided that confirmations of his/her rights for this baggage are given.
13.7.6. In all cases of delay in baggage delivery, its lack, damage or loss and also in case of dispensing baggage without providing a baggage identification tag portion, a certificate is drawn up with description of irregularities during transportation (PIR (Property Irregularities Report)) that is certified by signature of the Carrier’s representative and a Passenger before the latter leaves the territory of an airport. One counterpart of a report is given to Passenger and the second is passed to the claim handling service of the Carrier.
13.7.7. Baggage receipt without filing its irregularities under an order does not withdraw owner’s right to raise a claim or bring a lawsuit against the Carrier if it is proved that the Carrier’s officials have refused to draw up a report.
13.7.8. If the carrier has not dispensed checked-in baggage to a passenger at an airport to which the baggage should be delivered according to a passenger air transportation agreement, upon a passenger’s written application issued on the basis of a traffic document the carrier ensures necessary measures for search for checked-in baggage, including:
The carrier arranges search for baggage immediately upon passenger’s submitting an application about baggage non-receipt. In case the carrier has not dispensed a passenger checked-in baggage subject to customs clearance at an airport to which baggage should be delivered according to a passenger air transportation agreement, the carrier is obliged to inform a passenger about actions that a passenger has to undertake according to customs legislation of the Russian Federation or legislation of a country to the territory of which the baggage should be delivered for delivery of baggage to the passenger to address stipulated by him/her.
ЕIf checked-in baggage is not found within twenty-one days from the day of submitting an application about baggage non-receipt, a passenger may demand reimbursement for damage caused by loss of checked-in baggage.
If checked-in baggage is found, the carrier arranges informing the owner of checked-in baggage and its delivery an airport (points) stipulated by the passenger and upon passenger’s request to address stipulated by the passenger without charging additional fee.
13.8.1. Checked-in baggage is stored at an airport to which it should be delivered according to a passenger air transportation agreement during forty-eight hours including the day of baggage arrival without charging additional fee.
Further storage of checked-in baggage is ensured by the carrier or a service company. Expenses for storage of baggage that has not been received by a passenger within a term settled by this clause are reimbursed pursuant to civil legislation of the Russian Federation.
13.8.2. If checked-in baggage with duly issued identification tag arrived to the destination, transfer or stop-over airport (point) and has not been received or claimed by a passenger, the carrier arranges search for the owner of checked-in baggage.
13.8.3. If search for the owner has given positive results, the carrier ensures sending a written notification to the owner of checked-in baggage on the necessity to receive baggage and the procedure for receipt or delivery of baggage.
13.8.4. Checked-in baggage is stored for six months from the day of sending a written notification about the necessity to receive baggage to the owner of checked-in baggage and, in case the owner of checked-in baggage is not found, from the day of aircraft arrival to the airport. In case checked-in baggage is not received by a passenger upon expiration of the said term, baggage may be realized or damaged pursuant to the procedure settled by regulatory legal documents of the Russian Federation.
13.8.5. Baggage subject to customs control is stored and disposed according to the procedure settled by customs legislation of the Russian Federation.
13.8.6. In case undocumented baggage arrives to an airport, the carrier ensures issuing a certificate. Undocumented baggage is weighed, opened, its contents are listed and sealed. Baggage is opened by a commission established by the carrier or a service company. The carrier is obliged to ensure checking baggage upon application of passengers about non-receipt of baggage, sending requests to airports fro, which baggage might have been delivered. In case of finding undocumented baggage corresponding to baggage requests, baggage is delivered according to this request. Undocumented baggage is stored during the whole period of search for the baggage owner.
13.8.7. If during a period of search for checked-in baggage, the contents of which are spoilt upon expiration of a certain shelf life or under harmful impact of temperature, humidity or other environmental conditions (hereinafter “Perishable Baggage”), is under threat of spoiling, the carrier may immediately destroy all perishable baggage or its part.
13.9.1. Hand luggage and things set forth in Clause 12.4.4. of these Regulations forgotten by a passenger aboard an aircraft are stored at an airport where they have been found for six months from the date of arrival of an aircraft to the airport. Upon expiration of six months from the date of arrival of an aircraft to the airport carry-on luggage and things set forth in Clause 12.4.4. of these Regulations may be realized or destroyed pursuant to the procedure settled by regulatory legal documents of the Russian Federation.
13.9.2. In case checked-in baggage arrives to an airport a baggage identification tag of which specifies an airport (point) different from an airport(s) (point(s)) to which the baggage should be delivered according to a passenger air transportation agreement (hereinafter “Misdirected Baggage”), the carrier ensures search for the owner of such baggage and storage of baggage during the whole term of search for the baggage owner.
13.9.3. In case misdirected baggage arrives to an airport, the carrier should arrange check of available baggage requests.
13.9.4. In case there are baggage requests, the carrier ensures sending baggage according to baggage requests.
13.9.5. In case there are no baggage requests, the carrier ensures sending a notification to an airport from which baggage is delivered and sending baggage according to details set forth in a baggage identification tag. In case it is impossible to send baggage to an airport according to a baggage identification tag, the carrier the carrier arranges sending baggage to an airport from which the baggage has been delivered.
