9.1.1. One child under 2 years old if accompanied by a passenger of full age or a passenger who received full legal capability under legislation of the RF under eighteen years old is transported for free at domestic flights and with a 90 per cent discount from a regular or special rate if there are no special terms of special rate application and without providing a separate seat to a child. If a child under 2 years upon request of a passenger accompanying him/her is provided a separate seat, this child is transported with a 50% discount from a regular or special rate if there are no special terms of special rate application.
Other children under 2 years old travelling with a passenger and children from 2 to 12 years old are transported with provision of separate seats with a 50% discount from a regular or special rate if there are no special terms of special rate application.
Note:
For the purpose of ensuring flight safety no more than one child under 2 years old 9 (without providing a separate seat) may be placed at one block of seats of aircraft Boeing-737.
9.1.2. Child under 7 years as well as a disabled child under 12 years are transported only if accompanied by a passenger of full age or a passenger who received full legal capability under civil legislation of the RF under eighteen years old.
9.1.3. Underage citizen of the Russian Federation, as a rule, leaves Russian Federation together with at least one of parents, adoptive parents, tutors or guardians.
9.1.4. If underage citizen of the Russian Federation leaves Russian Federation unaccompanied, he/she should have in addition to a passport a notarized consent of the said people to his/her going abroad with specification of the term of going abroad and state(s) that he/she intends to visit.
9.1.5. While issuing a ticket for a child a passenger and a person accompanying the child during air transportation while undergoing check-in procedure is obliged to provide the Carrier a document that proves the child’s age. The child’s age is considered as of transportation start date from the initial departure point stipulated in a traffic document. The Carrier or its authorized agent should enter the child’s date of birth in a passenger ticket.
9.1.6. A passenger ticket for a child in case of transportation route alteration after transportation start is reissued pursuant to air transportation rate with a discount according to the child’s age as of the date of transportation start from the initial departure point stipulated in a traffic document if the child’s age has changed by the reissue.
9.1.7. While issuing documents for transportation of an underage child under 12 years old number of the child’s ticket is entered into an air ticket of a person accompanying him/her, except for cases of transportation of unaccompanied children.
9.1.8. In case of transporting a child abroad accompanied by an attorney of parents (tutors), the Carrier or its authorized agent may require from parents (tutors) a notarized consent to be provided at issuing a passenger ticket for a child and while undergoing check-in procedure.
9.1.9. An underage child’s going outside the boarders of the Russian Federation is pursuant to legislation of the Russian Federation and these Carrier’s Regulations.
9.1.10. Children may travel on the Carrier's flights unaccompanied by an adult passenger or a passenger who has, in accordance with Russian civil laws, acquired full legal capacity before the age of eighteen years, under the Carrier's supervision and as set forth by these Carrier Regulations. Children between 7 and 12 years being citizens of the Russian Federation qualify to travel unaccompanied as provided herein.
9.1.11. Unaccompanied children from 7 to 12 years old may be transported under the carrier’s supervision only after a written Agreement for Unaccompanied Child Transportation is drawn up by parents, adoptive parents, tutors or guardians.
9.1.12. Transportation of unaccompanied children is allowed only in case of confirmed reservation and only at direct flights of an airline.
9.1.13. Unaccompanied children may be accepted for transportation only by direct regular domestic flights.
9.1.14. The carrier provides each unaccompanied child a separate seat in a cabin and free baggage allowance pursuant to the settled norms. Excess or oversize baggage of a child is filed for transportation pursuant to general Regulations for Baggage Transportation.
9.1.15. It is prohibited to transport children and/or infants (from 0 to 12 years old) on passenger seats near emergency exits and places of aircraft emergency survival equipment disregarding presence of accompanying persons.

9.1.17. Priority rows for placing unaccompanied children are set forth in Appendices to these Regulations.
9.1.18. It is prohibited to transport unaccompanied children by charter flights of an airline.
9.1.19. In case of a child accompanying passenger’s voluntary or enforced alteration of a passenger transportation agreement after transportation start, the child’s ticket is reissued (exchanged) pursuant to a rate according to the child’s age as of transportation start from the departure airport (point).
9.2.1. The following SSR requests are set to determine the nature of the special services provided to each category of such passengers:

9.2.2. During the conclusion of the contract for air transportation of a passenger, a passenger with disabilities and other person with disabilities shall be obliged to inform the Carrier or the agent in charge of the booking, sale and registration of flight documents, about the passenger’s disability in order to provide him or her the proper conditions of air transportation. The passenger is obliged to determine by himself/herself, based on the state of his or her health, the possibility of using air transport.
9.2.3. Transportation of a passenger recognized as incapable by the court is carried out at the request of parents, adoptive parents or guardians and accompanied by an adult passenger capable of ensuring the safety and security of an incapacitated passenger and people around him.
9.2.4. Boarding of passengers with disabilities and other persons with disabilities and persons accompanying them is carried out before general boarding. The aircraft commander and the head steward of cabin crew should be informed about the presence of this category of passengers on board of an aircraft. They also should be informed about accompanying them persons and special measures for the organization of their transportation.
9.2.5. Unloading of passengers with disabilities and other persons with disabilities and persons accompanying them is carried out in the last turn. For passengers with reduced mobility medicines, a folding seat (wheelchair) carried in a cabin, crutches are carried free of charge and are not included in free baggage allowance. Electric wheelchair is carried aboard aircraft as a regular baggage subject to check-in.
9.2.6. The carrier is not responsible for the deterioration of the passenger’s health or other effects occurred during or after the transportation caused by age, mental or physical condition of the passenger.
9.2.7. The airline may terminate unilaterally the contract of carriage of a passenger, contract of carriage of cargo, if the passenger's state of health requires special conditions of transportation by air or threatens the safety of the passenger or other persons, which is confirmed by medical documents, as well as causes disorder and unavoidable inconvenience to others persons.
9.2.8. Passenger with disabilities in a wheelchair may be transported without an accompanying passenger.
9.2.9. Transportation of a passenger on stretchers and other passengers with reduced mobility are allowed only in the economy class cabin, by the prior agreement with the Carrier, subject to the observance of rules on board of an aircraft during flight:
Principles of providing seats:
9.2.10. Transportation of passengers on a stretcher is carried out by providing them with a seat (seats) in the aircraft with payment established by the Carrier. Payment for one seat for the patient on a stretcher is set at 50% of the normal fare for economy class, all subsequent - 100%. Discounts for persons accompanying the patient on a stretcher are not provided.
9.2.11. For passengers with reduced mobility the medical drugs, folding wheelchair transported in the cabin, crutches, are carried free of charge and are not included in the free baggage allowance. Electric wheelchair is transported like a normal checked baggage.
9.2.12. Carrier provides information at the destination or at the point of transfer that there is a passenger with a wheelchair on board. This information includes the name of passenger, location of a wheelchair and separately located electric batteries.
9.2.13. It is forbidden to transport passengers with disabilities whose physical or mental condition does not allow them to move quickly (in case the need arises) in the row next to the emergency exit and places where the rescue equipment of the aircraft is located.
Note:
In order to ensure the safety of the flight, the patients on a stretcher are not to be transported by aircraft type ATR-42.
9.2.14. Instruction on procedures in emergency situations and emergency exits’ locations on board of an aircraft for passengers with disabilities and other persons with disabilities on board of an aircraft and their accompanying persons is carried out individually before takeoff. Flight attendants shall be responsible for such instructions.
9.3.1. Transportation of a visually impaired passenger accompanied by a guide dog can be done upon presentation to the Carrier or to its authorized agent of a document confirming the disability of a passenger, and of a document confirming the special dog guide training.
9.3.2. Passenger with disabilities, visually or hearing impaired, may be transported without an accompanying passenger.
9.3.3. Passenger with disabilities, both visually and hearing impaired, is transported accompanied by a passenger to assist him during the flight.
9.3.4. Passengers with disabilities, visually impaired, can be transported accompanied by a guide dog.
9.3.5. During the transportation of a visually impaired passenger accompanied by a guide dog, the dog is transported in the aircraft cabin economy class for free in excess of the free baggage allowance. The dog must have a collar and a muzzle and be tied to a chair at the feet of the accompanied passenger.
9.3.6. During the transportation of a visually impaired passenger accompanied by a guide dog, the authorized agent of the Carrier, when booking to the passenger a seat on board of an aircraft or executing a passenger ticket, must inform the Carrier about the transportation of such passenger in order to assist him in registration at the airport of departure and deliver him to the aircraft and from the aircraft at the airport of destination. The number of guide dogs carried in the aircraft is determined depending on the number of persons with disabilities and other persons with disabilities on board of an aircraft in accordance with the Carrier's regulations.
9.3.7. A visually impaired passenger accompanied by guide dog is provided with seats with enough space for a dog accommodation, near the emergency exit but so as not to impede the free access to it.
9.3.8. It is forbidden to transport passengers, whose vision and / or hearing is reduced to such an extent that it does not allow them to immediately understand the command for evacuation, in the row next to the emergency exit and at the place where the rescue equipment of the aircraft is located.
9.3.9. Instruction on procedures in emergency situations and emergency exits’ locations on board of an aircraft for visually or hearing impaired passengers and for their accompanying persons is carried out individually and orally before takeoff. Flight attendants shall be responsible for such instructions.
9.4.1. Pregnant women may be accepted for transportation with duration of gestation no more than 35 weeks (32 weeks for twins) as of the day of air transportation upon providing a medical assessment report from a medical institution about absence of contraindications to air transportation on the date of flight stipulated in an air ticket not earlier than 7 days prior to start of travel.
9.4.2. In case of absence of a medical assessment report from a medical institution, women with duration of gestation no more than 35 weeks (32 weeks for twins) may be accepted for transportation only upon the carrier’s agreement and with compulsory filling in Airline Form of Indemnity (Appendix 5). Air transportation is not recommended to:
9.4.3. It is prohibited to transport pregnant women whose physical or physiologic state prevents them from moving fast (if necessary) in the row near emergency exit and on seats the place where near aircraft emergency survival equipment is located. Additional recommendations on placing pregnant women in aircraft cabin are presented in Appendices to these Regulations.
9.5.1. Transportation of a passenger who pursuant to an air transportation agreement arrived to an airport of transfer by an one flight and carried further by another flight of the same carrier along the transportation route (hereinafter “Transfer Passenger”) is performed according to agreements between carriers.Baggage of a transfer passenger subject to customs control is accepted for transportation according to customs legislation of the Russian Federation and/or customs legislation of the country in the territory, from the territory or through the territory of which transportation is performed.
9.5.2. The Carrier or its authorized agent, when issuing a ticket along transportation route to a transfer passenger, is obliged to:
9.5.3. The Carrier ensures minimal connection time with a flight for which a passenger has a seat reserved that enables the passenger to undergo all settled pre-flight formalities at transfer airport and fulfill requirements on border, customs, immigration, sanitary and quarantine, veterinary, quarantine and phytosanitary and other control types pursuant to legislation of the Russian Federation.
9.5.4. Delivery of aircraft passengers to airport terminal building upon arrival to a transit point and these passengers’ boarding an aircraft for further flight to a destination point is performed primarily.
9.5.5. Before check-in of transfer passengers in addition to usual operations the Carrier checks presence of the following:

At filing documents for baggage at initial departure point each piece is marked by special transfer (transit) tags and loaded/unloaded pursuant to the Carrier’s special instructions.
9.5.6. In case of a connection up to 24 hours, baggage is filed to the destination point or to a transfer point depending on capacities of departure/transfer airport and requirements of state authorities at transfer point. If a passenger has a connection between flights over 24 hours, his/her baggage is filed to transfer point.
9.6.1. Transportation of deported passengers and passengers being administratively expelled from the Russian Federation is performed according to legislation of the Russian Federation and international legislation in the sphere of GA (Civil Aviation) at the expense of federal budget.
9.6.2. If state authorities do not allow a passenger to enter the country of destination, transfer or transit or oblige the Carrier to return him/her to the departure point, a passenger or an enterprise that issued him/her documents are obliged to reimburse the Carrier all expenses incurred through this transportation.
In case a passenger who was not allowed to enter a country has a “one-way” ticket or has no money, the Carrier takes a decision pursuant to FZ (Federal Law) On the Procedure for Exit from The Russian Federation and Entry into the Russian Federation of Administrative Code of the RF.
9.6.3. It is prohibited to transport deported passenger and/or those in custody in a row near the emergency exit and in places of location of aircraft emergency survival equipment.
9.7.1. A list of citizens served through VIP-lounge is introduced by the federal executive authority in the sphere of civil aviation upon agreement of executive authorities of subordinate entities of the Russian Federation and for VIP-lounges of airports of Moscow and Moscow Oblast it is introduced by Presidential Department for Property Management of the RF upon agreement of Federal Guard Service of the Russian Federation.
9.7.2. At departure, arrival, transit or transfer officials are served at special airport premises – in VIP-lounges (if any). Requirements to fulfillment of settled formalities for officials check-in do not differ from generally accepted.
9.7.3. Officials are served in VIP-lounges on the basis of applications. Applications are submitted by representatives of state, public, political, religious and commercial organizations. A passenger is obliged to pay for service in VIP-lounge.
9.7.4. Officials are obliged to arrive to an airport no later than finish time of passengers check-in for flight.
9.7.5. Delivery of passengers served in VIP-lounge to an aircraft and from an aircraft and of their carry-on luggage and checked-in baggage is performed separately from other passengers.
9.7.6. Debarkation of passengers served through VIP-lounge and baggage unloading at the destination airport is performed primarily.
9.8.1. Passenger tickets for officers of the Ministry of Communications and Mass Media of the Russian Federation, National Courier Service under the Government of the Russian Federation and Federal Guard Service of the Russian Federation are issued out of turn.
9.8.2. Check-in of passenger tickets for officers of the mentioned ministries and agencies and filing of mail (correspondence) carried by them is performed prior to start of passengers check-in and primarily during check-in.
9.8.3. Transportation of mail (correspondence) of Ministry of Communications and Mass Media of the Russian Federation, National Courier Service under the Government of the Russian Federation is performed under Rules for Transportation of Unchecked Baggage with placement of mail (correspondence) on passenger seats (weight no more than 75 kg per each seat) near an officer escorting it or in a place comfortable for supervision over it and is paid according to the settled procedure.
9.8.4. Diplomatic courier should have and provide upon request Airline documents confirming his/her special authority as a person escorting special baggage.
9.8.5. Officers of the Ministry of Communications and Mass Media of the Russian Federation, National Courier Service under the Government of the Russian Federation carrying mail (correspondence) board an aircraft prior to general boarding of passengers.
9.8.6. Officers of the Ministry of Communications and Mass Media of the Russian Federation and employees of the National Courier Service are allowed to stay aboard an aircraft during a stop and stay near an aircraft at intermediate landing points to exchange mail (correspondence).
9.8.7. Rules for transportation of staff (officers) of other federal executive authorities, mail (correspondence) of these authorities may be determined by other regulatory documents approved by federal executive authorities in the sphere of civil aviation together with (upon agreement of) interested federal executive authorities.
9.9.1. Business class passengers are checked in at a separate desk and delivered aboard a plane after all passengers separately from economy class passengers, but no later than boarding of officials is started.
9.9.2. At an airport business class passengers may be suggested visiting a business lounge. The Carrier informs a passenger about this opportunity at check-in. The service is provided if an airport has a business lounge.
9.9.3. Aboard an aircraft business class passengers are provided sets in a business class compartment and special service is arranged according to internal regulatory documents of Airline.
9.9.4. Upon arrival business class passengers leave an aircraft primarily separately from economy class passengers but not earlier than officials.
